Get a supported platform resource

Returns the requested supported resource. COLLECTION_PROVIDER_FEES and
COLLECTION_PROVIDER_BVN_REQUIREMENTS accept optional bank context for NGN
Trading static virtual accounts. Calls without bankCode retain the existing
provider-setting behavior. TRADING_SETTLEMENT_ACCOUNT_LIMIT returns the
authenticated integrator's effective limit and whether it came from an
INTEGRATOR, PLATFORM, or DEFAULT setting.
