Patch AD Rate

Updates one AD field at a time by uid using name and value. Works for all ad types (LIMIT, SWEEP, MARKET). The path segment determines the ad type: use /merchant/v1/rate for limit orders, /merchant/v1/sweep for sweep orders, or /merchant/v1/market for market orders.
