Retires an active FCAT or Payment fiat beneficiary. Integrator owners and users require FCAT Operations access. Full admins are allowed; workers require the existing Platform Integrator policy. New operations cannot use the retired beneficiary, while operations already underway may finish. DynamoDB removes the beneficiary asynchronously; related compliance records and documents are retained.
