Retry a failed virtual account

Retries creation for a virtual account whose current status is FAILED. Use a current bankCode returned for the same account type and service.

A successful response moves the account back to PROCESSING. For a dynamic account, retry starts a new temporary validity window. Check the account again before using its bank details.
